Muslim girl asked to remove hijab by teacher in Puducherry, inquiry ordered

After Karnataka, a teacher of a government school in Puducherry allegedly objected to a Muslim girl student wearing a ‘hijab’ while attending classes. The Directorate of School Education has asked the head of the school in Ariyankuppam to inquire into the incident. Student outfits and other organisations reported the matter to the Directorate.

According to him, the circular depicts non application of mind on the part of state government. He further claimed that wearing of Hijab is an essential religious practice as prescribed by Holy Quran.
Chief Minister Basavaraj Bommai appealed all students, teachers and management of schools and colleges as well as people of Karnataka to maintain peace and harmony.

Hijab Row: As the controversy around wearing of Hijabs in educational institutions in Karnataka heats up, the Karnataka Chief Minister Basavaraj Bommai on Tuesday ordered closure of all schools and colleges in the state for next three days. The chief minister also appealed all students, teachers and management of schools and colleges as well as people of Karnataka to maintain peace and harmony. The Karnataka High Court on Tuesday resumed hearing the students’ petition challenging Hijab Ban in colleges. Justice Krishna S Dixit heard the petitions filed by a number of Muslim students, while senior Advocate Devdutt Kamat represented the petitioners, who have sought the court’s directions to the government and the education department to allow them to attend classes in hijab. Justice Krishna S Dixit, who is hearing the petitions, said, “Further hearing of the matter is pending. This court requests the student community and the public at large to maintain peace and tranquility. This court has full faith in the wisdom and virtue of public at large and it hopes that the same would be put to practice. I will continue (the hearing) tomorrow. All can argue. But make sure that the arguments do not go on till the end of the academic year. Everyone on record will be permitted, subject to no duplication.” The hearing to continue at 2.30 pm on Wednesday. The issue that initially began in January at a Government PU College in Udupi where six students who attended classes wearing headscarves in violation of the stipulated dress code were sent out, has spread to a few other colleges in the city and in nearby Kundapur and Byndoor.

Hijab Ban: The Karnataka High Court is set to hear a plea on Tuesday against the hijab ban in several junior colleges, as the controversial issue refuses to die down across the state.

The Karnataka High Court will on Tuesday hear the petition against the hijab ban in several junior colleges. The hijab ban has been questioned in the High Court by a group of students from Udupi’s government junior college. The students have said in a plea that the ban violates the right to freedom of religion enshrined in Article 25 of the Constitution.
Karnataka HC to hear students’ plea today against ban on hijab

The controversy began last month when six Muslim girl students of the state-run PU College in Karnataka’s Udupi alleged on January 1, 2022, that they were denied entry into the classroom for wearing hijab. Many girls of the Udupi college protested the move by college authorities of preventing them from attending classes in hijabs, it subsequently spread to other colleges in Udupi and other districts as some students continued to wear hijabs and were countered by others wearing saffron shawls.

The grounds argued by the petitioners include:

  1. Muslim girls have been wearing headscarves in the college without any hindrance since its inception;
  2. There is a specific rule in the college rule book which permits students to wear a headscarf;
  3. There is no rule under the University Grants Commission (UGC) Act which prescribes a uniform for college students or puts any restriction on clothes, apart from not permitting indecent attire;
  4. Pushing and throwing out girl students without any reason denies them their fundamental right to education, and is inhuman and immoral;
  5. The headscarf is an essential practice of the local and religious culture, and is hence protected under Article 25 (freedom of religion) of the Constitution of India;
  6. The college is acting under the instructions of the MLA Halady Srinivas Shetty, who is interfering in the management of the college for his own political interests.

The petition has also asked the Court to allow Muslim girl students to attend college without such conditions and restrictions. It also sought interim relief from the Court, as the petitioners and other students have not been able to attend regular physical classes since February 4, which is negatively impacting their education. There have also been reports of similar instances of students turning up at educational institutions with either hijab or saffron shawl in Ramdurg PU College in Belagavi and a college in Hassan, Chikkamagaluru and Shivamogga, and also a group of girls staging demonstration in Mysuru and Kalaburagi in favour of the hijab. CM Basavaraj Bommai made an appeal to maintain peace till the high court passes its order. “We will implement the court’s order. Till then, educational institutions and students should abide by the uniform rules issued by the government two days ago,’’ he added.

Section 144 Imposed in Shivamogga

Section 144 has been imposed in Karnataka’s Shivamogaa as the Hijab row turned violent across the state with incidents of stone-pelting and lathi-charge being reported from several districts.  The police reportedly caned the students and protesters to quell the mob from the surrounding areas of the Bapujinagar Government Pre-University College in Shivamogga. They had reportedly pelted stones at private buses near the Junior college. Reports claimed that many students were injured in the stone-pelting. Meanwhile, the administration has also deployed additional forces in the district to avoid any untoward incidents.

How The Stone-Pelting Started?

Police stated that stone-pelting started after an argument broke out between the hijab-wearing students and another group of students who came in saffron shawls. Three students were injured in the stone-pelting. Superintendent of Police Lakshmiprasad and other senior police officers rushed to the spot and are monitoring the situation.

High Drama in Udupi MGM College 

High drama also prevailed in the Udupi MGM College where two groups of students got into a verbal spat on wearing hijab and saffron shawls. Hundreds of Hindu students came in saffron headgears along with shawls. They were turned out of the college along with the hijab wearing students. As tension prevailed in the college area, the college management here also declared a holiday for an indefinite period. The police rushed to the spot and are controlling the situation.

हिजाब पर विवाद

मुस्लिम लड़कियों का एक वर्ग कॉलेज में हिजाब पहनने पर अड़ा हुआ है, जबकि राज्य सरकार ने शैक्षणिक संस्थानों में कक्षाओं में भाग लेने वाले छात्रों के लिए ‘यूनिफॉर्म’ को अनिवार्य बनाने का निर्देश दिया है. राज्य में ऐसी कई घटनाएं हुई हैं, जहां मुस्लिम छात्राओं को हिजाब में कॉलेजों या महाविद्यालयों में कक्षाओं में जाने की अनुमति नहीं दी जा रही है, जबकि हिजाब के जवाब में हिंदू छात्र भगवा शॉल लेकर शैक्षणिक संस्थान आ रहे हैं.

मामले पर राजनीति हुई तेज

इस बीच, हिजाब विवाद ने राजनीतिक रंग ले लिया है. राज्य में सत्तारूढ़ दल BJP ने कहा कि वह शैक्षणिक संस्थानों द्वारा लागू ‘यूनिफॉर्म’ से संबंधित नियम के समर्थन में दृढ़ता से खड़ी है, वहीं, विपक्षी पार्टी कांग्रेस मुस्लिम लड़कियों के समर्थन में सामने आ गई है. यह मुद्दा जनवरी में उडुपी के एक सरकारी महाविद्यालय में शुरू हुआ, जहां छह छात्राएं निर्धारित ड्रेस कोड का उल्लंघन कर हिजाब पहनकर कक्षाओं में आईं. बाद में शहर के कुछ अन्य कॉलेजों और पास के कुंडापुर और बिंदूर में भी ऐसी घटनाएं सामने आईं.

Hijab for Muslims is like Hindus’ mangalsutra, Sikhs’ turban: Cong MP

Amid the hijab controversy in Karnataka, Kerala Congress MP TN Prathapan raised the issue in Lok Sabha and said that hijab for Muslims is like mangalsutra for Hindus, crucifix for Christians and turban for Sikhs. “We cannot lose our diversity. I request the Education Minister to interfere in this issue to protect the constitutional rights of these girls,” Prathapan added.
A protest erupted on Tuesday between students wearing saffron shawls and hijabs outside Karnataka’s Mahatma Gandhi Memorial College, ahead of the High Court hearing on hijab restrictions inside college campus. Some students were reportedly heard chanting ‘Jai Shri Ram’ slogans. Young women in hijab alleged they were pushed out of the gates and protested the alleged discrimination by the college.

त्रिपुरा में सत्तारूढ़ भाजपा के दो विधायकों सुदीप रॉय बर्मन (Sudip Roy Barman) और आशीष कुमार साहा (Ashish Kumar Saha) ने सोमवार को विधानसभा और पार्टी से इस्तीफा दे दिया. पार्टी और पद से इस्तीफा देने के बाद दोनों नेता आज मंगलवार को दिल्ली स्थित कांग्रेस नेता राहुल गांधी के आवास पर पहुंचे हैं. माना जा रहा है कि दोनों जल्द ही कांग्रेस में शामिल होंगे. न्यूज एजेंसी एएनआई के मुताबिक कांग्रेस महासचिव प्रियंका गांधी भी राहुल गांधी के आवास पर मौजूद हैं. मालूम हो कि त्रिपुरा विधानसभा अध्यक्ष को अपना इस्तीफा सौंपने के बाद पूर्व मंत्री रॉय बर्मन और साहा दोनों ने मीडिया को बताया कि उन्होंने अपना इस्तीफा भाजपा के राज्य अध्यक्ष माणिक साहा को भी भेज दिया है. इससे पहले रॉय बर्मन ने बताया कि ‘हम आज (सोमवार) दिल्ली जा रहे हैं और शनिवार को यहां वापस आएंगे, फिर हम आपको अपने भविष्य के राजनीतिक कदम के बारे में विस्तार से सब कुछ बताएंगे.’ मगर दोनों नेताओं के राहुल गांधी से मुलाकात के बाद स्पष्ट संकेत हैं कि दोनों कांग्रेस में शामिल होंगे. हालांकि इसपर अभी कोई आधिकारिक जानकारी नहीं है. मगर रॉय बर्मन और साहा के करीबी सूत्रों ने कहा कि वे दिल्ली में राहुल गांधी से मुलाकात के बाद कांग्रेस पार्टी में शामिल हो सकते हैं. रॉय बर्मन और साहा, त्रिपुरा के मुख्यमंत्री बिप्लब कुमार देब के कड़े आलोचक रहे हैं. दोनों 2017 में बीजेपी में शामिल हुए थे.

BMC का कहना है कि जो नए मामले सामने आए हैं उनमें करीब 88 फीसद यानी 313 मरीजों में बीमारी के लक्षण नहीं हैं और संक्रमण दर घटकर 1.19 फीसद रह गई है.
