As India witnesses a concerning surge in Covid cases, Karnataka Chief Minister Basavaraj Bommai on Sunday said that the state government will implement the coronavirus guidelines after a video conference with Prime Minister Narendra Modi on 27 April. Moreover, scientists are also studying the new variants of the virus. Depending on their suggestions a new protocol would be prepared later, the chief minister said.

India’s Covid Tally:

India on Sunday reported 2,593 new coronavirus infections and 44 fresh fatalities. With these new numbers, India’s total tally of COVID-19 cases rose to  4,30,57,545, while the active cases increased to 15,873, according to the Union Health Ministry data updated on Sunday.   The death toll climbed to 5,22,193.

Here are some of the key details:

  • The active cases comprise 0.04 per cent of the total infections, while the national COVID-19 recovery rate was recorded as 98.75 per cent
  • An increase of 794 cases has been recorded in the active COVID-19 caseload in a span of 24 hours.
  • The daily positivity rate was recorded as 0.59 per cent
  • The weekly positivity rate as 0.54 per cent
  • The number of people who have recuperated from the disease surged to 4,25,19,479
  • The case fatality rate was 1.21 per cent.

The cumulative doses administered in the country so far under the nationwide COVID-19 vaccination drive has exceeded 187.67 crore.  India’s COVID-19 tally had crossed the 20-lakh mark on August 7, 2020, 30 lakh on August 23, 40 lakh on September 5 and 50 lakh on September 16. It went past 60 lakh on September 28, 70 lakh on October 11, crossed 80 lakh on October 29, 90 lakh on November 20 and surpassed the one-crore mark on December 19.  The country crossed the grim milestone of two crore on May 4 and three crore on June 23 last year.

Taking a jibe at the Union government’s controversial farmer laws, Kejriwal vouched to stand for farmers, saying that no one can question the power of a common man. “There was a severe shortfall in the dispensaries and hospitals of Delhi, now Delhi is home to some of the biggest hospitals in the country, where all medical care is free of cost.” he said.

Bulldozers appear to have replaced the concept of justice and have become its symbol. In the name of anti-encroachment drives, the country is witnessing the giant machines rolling into certain localities. Senior CPI(M) Polit Bureau memberBrinda Karat was in Delhi’s Jahangirpuri to stand in solidarity with locals when BJP-ruled North Delhi Municipal Corporation brought bulldozers to raze what they called encroachments. Karat spoke to DH’s Shemin Joy on the BJP’s politics behind the bulldozer drive.

There is a sudden spurt in these bulldozer drives in Uttar Pradesh, Madhya Pradesh, Gujarat and now Delhi. Why are we seeing it now?
Bulldozer politics is not about the use of a machine, but representative of a political ideology and  strategy of Hindutva. Currently it gets activated in regions where elections are forthcoming. It happened in UP before the elections, Gujarat elections are later this year and MP scheduled next year and in Delhi the corporation elections are also within the year. But depending on its impact it could well become an intrinsic and frequently used strategy.

Why is this more than an anti-encroachment drive? Is it directed at one community? Aren’t these drives a regressive step to lawlessness?

Anti-encroachment drives in India are not new. What is new is that the current drives are outside the pale of the law. The legal framework in India is clear. Anyone accused of encroachment is given a notice and an opportunity to defend his or her case against the accusation of encroachment. But in this bulldozing drive the demolition of houses is a punishment for being a “ rioter.” The modus operandi of  the Sangh Parivar is to create an event of communal tension and clashes, to use the government and police to declare names of rioters in a one-sided way and then to declare their properties are illegal and punish them by razing properties into rubble. While there have been cases of some properties of Hindus being demolished, the main target are the members of the minority community. Whether Hindu or Muslim, it is totally illegal.

We have heard about Sippenhaft, a pre-Christian legal principle where an entire family or clan of an offender is punished. Isn’t these drives sort of collective punishment?

But who is the guilty? Surely in any crime guilt has to be established through a legal process and the punishment is decided by law for those found guilty after due process. Here it is the extra legal force of the Sangh Parivar which is accuser, juror, judge, punishment giver all rolled into one.

When Delhi Chief Minister Arvind Kejriwal attended a political rally for farmers in Bengaluru on April 21, one of the issues he spoke about was corruption in Karnataka during the tenures of BJP and Congress-led governments. “The government before this (Congress) was a 20 per cent (commission) government, the current government (BJP) is a 40 per cent government. In Delhi, we have a zero per cent government,” Kejriwal told the audience. He leader added that a Gujarat-style makeover of the government — last September, 14 months ahead of the state elections, Chief Minister Vijay Rupani and his entire Cabinet were replaced by a team led by first-time MLA Bhupender Patel — had not been completely ruled out in Karnataka. A major organisational overhaul is also rumoured to be on the cards. One of the major corruption allegations against the Basavaraj Bommai-led state government has come from the Karnataka Civil Contractors Association that has accused government officials of demanding a 40 per cent commission for clearing contracts for state-funded projects. While the association did not substantiate its allegation with evidence, civil contractor Santosh Patil, who was found dead in a lodge in Udupi on April 12, left a note making a similar allegation against government officials. Patil alleged that officials demand 40 per cent commissions and blamed senior BJP leader KS Eshwarappa for causing his death by asking for a commission to clear a Rs 4-crore bill. Facing heat over the allegation, Eshwarappa resigned as the minister for rural development and panchayati raj on April 15. On April 18, Dingaleshwara Swami of the Mutt, a religious centre of the dominant Lingayat community, alleged that the Mutt had been asked to pay a 30 per cent commission to officials to access government funds allotted for building a guest house. Dingaleshwara Swami, who is considered to be close to former Chief Minister and Lingayat strongman BS Yediyurappa, received pushback from a few Lingayat ministers in the Bommai government who accused him of levelling the allegations at the behest of the Congress. This past week, the government also faced allegations of irregularities in the recruitment of 545 police sub-inspectors through an examination conducted in October 2021. A former BJP functionary has been identified as one of the key persons involved in the alleged scam. According to data the state government recently provided to the Assembly, the state administration has not provided sanctions to prosecute government officials in 72 per cent of the 310 corruption cases registered and investigated by the state Anti-Corruption Bureau in the last five years.

A high-voltage drama ensued amid the ‘Hanuman Chalisa’ face-off between independent MP Navneet Rana, her husband MLA Ravi Rana and Maharashtra Chief Minister Uddhav Thackeray on Sunday. The police later also added IPC section 353 (assault or criminal force to deter public servant from discharge of his duty) in the FIR registered against Ranas, the official said.

Muslims host Hindu girl’s wedding at own home as she couldn’t book hall in UP

A Muslim family in UP’s Azamgarh offered their home for the marriage function of a Hindu girl in their neighbourhood. Pooja, who lost her father to COVID-19, reportedly couldn’t afford to book a marriage hall and her family’s house didn’t have enough space to hold the function. “[Parvez’s] family treated (wedding) guests as if Pooja is their…daughter,” said her uncle.

FIR registered against Shiv Sena workers

Meanwhile, based on a written application submitted by Ranas, the Khar police also registered an FIR against Shiv Sena workers, under relevant Indian Penal Code (IPC) sections including rioting and unlawful assembly, for protesting outside the couple’s residence here, the official said.

Woman falls into 100-ft-deep gorge after bees attack her at Rajgad Fort

A 28-year-old woman was injured as she fell into a 100-foot-deep gorge off a cliff at Pune’s Rajgad Fort after being attacked by bees. The woman was rescued by some trekkers and is undergoing treatment for head injury and fractures. The woman, who is an engineer, had come to the fort with her husband and another family member.
